Who's in charge of Graphic Design?

This is the Navy's logistics patch used for the Support Force. I understand how important graphic design is, and how effective for morale it can be but an octopus with a botox-challenged forehead? Who agreed to this? Not to mention those are either extremely large wrenches, or a paper airplane in the other arm. Scale, people...attention to detail!

Anyway, it made me laugh. Not the reaction they were looking for, I'll bet.
